Will my toenails grow back back to normal?

I used to cut both my finger nails & toenails really short so there was hardly any nail there, as I wasn't allowed to paint them & I didn't think it looked nice long & unpainted now I can paint them I can grow them out, my fingernails has grown to a good length & there is lots of nail. My toenails are taking their time but they are growing out. Will they grow so the nails are quite big? And so they're not just "tiny" it's hard to discribe some of them look like a little strip of nail, I want big nails. My mum said if I stop cutting them they will grow big.
